Military contractors and university engineering departments are usually pretty well equipped.
To learn weaponsmithing? It depends. If I can find a good apprenticeship in Respartum I could probably learn enough in less than a day to make something that won't break the first time it's used. Maybe a month to be able to turn out respectable work consistently and actually repair and upgrade weapons properly. If I had to rely on muggle teachers it would take a lot longer.
Maybe, but normal people would be a lot better off contracting major engineering firms to build their manufacturing robots. Or going to full-time garages if they want their car fixed.
The only reason you would want to have a specialist like me would be to do things that normal businesses can't. Like make decent armor for somebody with four arms Or make a modified gun that can fire magic bullets. Maybe fix somebody's personal spaceship.
