This all looks like it started as a rescue project, then someone thought it could be the perfect setup for human experimentation, and then someone else finally went off the rails and thought weaponization and eugenics were the way to go and they shut that down.

There does seem to be a mercantile aspect to it, too. Trade relations? Why would you look at trade relations and whether you can benefit is you're actually trying to save people?

It also sound like Recollé might be some sort of experimental facility that has had several uses or gone through several cycles, or why would they mention shutting it down at one point when it is still very much active today?
