Hypothetically... there is a victim but not from this world. It's from a world from our memories.

Then it would be impossible to to hold anyone to the crime. We're assuming that the evidence would even be visible, or at least noticeable, to the general population, of which most of the local law enforcement and judiciary branch are part of. Considering that people, including myself, didn't find it all that strange that the city was being destroyed or that people were the size of a rat, I doubt this will stick out.

Of course, this is just speculation. This seems more like an issue with fear and guilt than legality.
