I'm not entirely sure what's going on but all I'm getting is that it's the equivalent of being hacked and someone who knows layer theory better than we do is out there screwing things up and tampering with the project. Exactly my point. We're only ever clued in when something goes hideously pear-shaped in what I'm being led to believe is the fabric of space-time. Though I'm not a scientist and would prefer to leave the more serious existential dread to them.
As it is, like you said, we can do nothing but sit pretty - or at the very least sit unpleasantly and complain, if no other occupation presents itself.

It would be nice to get a little warning of things beforehand
Maybe they think this is a sufficient warning about the new problem facing the city
I suppose as long as we can continue on in the city then they assume we'll be okay
However, last time things were a little complicated with the lack of color

It would certainly spare me the creeping sensation that the persistent shocks will at some point be the end of me. If they truly consider this adequate warning for whatever is to come, they are probably severely overestimating the sturdiness of my nerves.
I must say I'm impressed by the sheer brazenness of that understatement. "A little complicated" is certainly a way to express what I experienced when I found that all of my stock had lost its color.
