Well, we know Joanne grew up in Retrospec, along with Maurice (and probably Janet). And that she's related to one of the Founders. While Zee on the other hand was rather open with the fact he was getting memories and abilities like us.

So possibly when someone becomes a Retrospec employee, if they had a prior designation, it changes to Delta. Which wouldn't necessarily rule Zee out then.
