So I'm not a big laws guy, but I'm pretty sure walking around with a giant scythe would be against some kind of law, despite that being a shitty kind of weapon.
Does it make a difference, not-getting-arrested-wise, if that scythe is a book at the time?
[He'd say something about wanting it a month or two ago, but he can't lift it when it's a scythe, so it's not that useful.]
Also Retrospec doesn't care what your legal address is, but I don't think that should surprise anyone.

Though I'm not sure how a scythe can also be a book... that one's new.

'Magic bullshit' is the explanation I'm using for how this can turn from a scythe to a book and back.

But it is pretty interesting that it can turn into a scythe and a book.

I keep mine as a book as much as I'm able to.
Hitori, Officer Togusa, wrote a post about weapon laws some time back. I don't think he mention scythes, but you could ask him, he might have more of a clue than those of us who does not know weapon laws.

If it was a farming tool you wouldn't have any trouble but I'm guessing "giant scythe" means that it's clearly meant to be a weapon. It would fall under the same laws as bladed weapons. Since it can't be sheathed like a sword and it isn't being used in a ceremony or sport it's illegal to carry in public.
Of course carrying concealed weapons is also a crime but...
Anyway, nobody is going to arrest you for owning the scythe if that's what you're worried about.
[voice]
It's definitely meant to be a weapon, as stupid as that is.
Do concealed weapon laws cover 'it's a book until I touch it and decide that it should be a scythe, then it's a scythe'? Because I don't think they cover that exact scenario, but you'd know better than I would.

Are you saying your scythe transforms into a book?

Hitori Togusa The officers on the app are in universal agreement, we're not going to bust anybody for being stuck with weapons that Retrospec gave them. Just, like Murdock said, be prepared to answer some questions if you end up using it.
Hitori Togusa Registration doesn't apply to blades, in the first place, but it sounds like your weapon is distinctive enough that if it falls into somebody else's hands, we'll recognize it.

I don't think I'll be using it anytime soon, since I can't lift it in scythe form yet, but I might wake up one day and be really strong. Past me didn't have a problem. So I wanted to make sure it wasn't going to get me arrested before that became an issue.
